At 413 PM MDT, Garfield County emergency management that a debris
flow with a 10-15 foot head to the flow has moved out of Proctor
Canyon and is depositing on the alluvial fan and pond that was
previously dried up. Between 0.75 and 1.5 inches of rain have
fallen. Flash flooding is already occurring.
Excessive rainfall over the burn scar will result in debris flow
moving through the Proctor Canyon downstream towards Hatch. The
debris flow can consist of rock, mud, vegetation and other loose
materials.
HAZARD...Life threatening flash flooding. Thunderstorms producing
flash flooding in and around the France Canyon Burn
Scar.
